Position and/or Project Description: A Project Manager is a professional responsible for planning, executing, and overseeing projects from inception to completion. They ensure that projects are completed on time, within budget, to the required quality standards, and meeting or exceeding customer expectations. A critical component of the Project Manager role is to successfully track and report on assigned projects. This Service will be delivered using the Client’s IT Project Management framework and templates.

Resource Qualifications:
Mandatory Education/Certifications:
• Project Management Professional (PMP) or Prince 2 certification
• Demonstrated record of continuous improvement

Desired Education/Certifications:
Experience with Agile project delivery, Microsoft DevOps

Mandatory Experience:
1.     Ability to pass a reliability background check in addition to criminal records check.

Desired Experience:
Project Management / specialization in one or more of the the following:
1.     Security Information and Event Management
2.     Enterprise Content Management
3.     Custom devleoped web application (user centered design)
4.     *Microsoft Azure infrastructure, networking and M365 productivity tools

RESPONSIBILITIES (included but not limited to):
Project Management
1.     Develop and provide project governance (structure, roles, etc.)
2.     Prepare project proposals and estimates, as appropriate, to include cost, ongoing maintenance support requirements, risk, alternatives, and recommendations, with specific references to any variances to Client standards.
Integration Management
1.     Responsible and accountable to comply with established project management process, tools,
2.     and templates.
3.     Establish Project Plan (charter, scope, schedule, budget)
4.     Use Earned Value Management tools or techniques (CPI/SPI).
5.     Prepare estimates/proposals for cost and timing of the project.
6.     Maintain the performance measurement baselines.
7.     Monitor and control project work.
8.     Direct and manage project execution.
9.     Ensure Configuration management for technical and administrative areas, as it pertains to the
10. project.
11. Manage integrated change control of the project.
Project Planning
1.     Develop Project Plan (Project Execution Plan - PEP) as derived from WBS, scope baselines,
2.     project schedule and cost estimates.
3.     Submit PEP for review by Project Sponsor, and others as required.
Project Execution
1.     Conduct Project Plan execution.
2.     Coordinate the design, build, test, and as appropriate, pilot, integrate and install technology
3.     components to verify that the new installation does not cause unexpected negative impact
4.     to the existing infrastructure or environment.
5.     Conduct regular status review meetings (as per SaskPower standards or as part of PEP).
6.     Provide regular reports on progress and issues.
Scope Management
1.     Ensure compliance with applicable Health and Safety and other regulatory requirements.
2.     Conduct scope planning, definition, verification, and scope change control, including change
3.     request documentation.
4.     Develop work breakdown structures (WBS).
Risk Management
1.     Conduct and document risk management planning, risk identification, qualitative risk
2.     analysis, risk response planning, and risk monitoring and control.
3.     Maintain and report the project risks.
Cost Management
1.     Document the business benefits from the business users to be used in the development of
2.     the business case.
3.     Coordinate subject matter experts to provide cost estimates.
4.     Measure and report schedule and cost performance using Earned Value Management tools
5.     or techniques.
6.     Conduct cost control and manage budgetary change requests.
7.     Prepare monthly accruals and monthly / year by budget forecasts.
8.     Issue a project closure document indicating financial closure of project work.
Time Management
1.     Conduct activity definition, sequencing, duration estimating, schedule development, and
2.     schedule control.
3.     Document project schedule with critical path identified.
4.     Management of schedule change requests.
5.     Conduct monthly progress monitoring and reporting.
Procurement Management
1.     Coordinate recommendations on vendor selection.
2.     Plan and coordinate procurement planning, solicitation planning, solicitation, source
3.     selection, contract administration and contract closeout.
4.     Coordinate vendor selection recommendations to client for selection.
5.     Perform supplier management.
6.     Track suppliers against agreed deliverables.
7.     Manage Client contract staff as it relates to projects.
Quality Management
1.     Coordinate quality planning, assurance, and control.
2.     Perform overall project quality control.
3.     Ensure project deliverable meets quality specifications.
4.     Ensure business testers execute and accept user acceptance testing.
5.     Manage the collection and resolution of items in the defect log.
Human Resource Management
1.     Work with appropriate resources to conduct organizational planning, staff acquisition, and
2.     team development.
3.     Plan the human resources/staff management plan based on resource availability.
4.     When required, work with supervisors and team leads to resolve resourcing and availability
5.     issues.
6.     Organize and manage an effective project team.
